POLICY DOCUMENT ON ENCOURAGING AND ENHANCING YOUTH PARTICIPATION IN POLITICS AND GOVERNANCE IN NIGERIA

Introduction: Youth constitute the majority of Nigeria’s population, with over 60% of the country’s populationunder the age of 35. However, their participation in formal politics and governance remains limiteddue to structural, economic, social, and institutional barriers. To strengthen democracy and nationaldevelopment, Nigeria must deliberately engage its youth in political leadership, policymaking, and governance processes.
This document presents a strategic framework aimed at enhancing and encouraging youthparticipation in politics and governance in Nigeria.
Objectives of the Policy Promote the inclusion of youth in decision-making processes at all levels of government. Remove systemic barriers hindering youth participation in politics. Strengthen youth political education, leadership skills, and civic engagement. Create a sustainable platform for youth dialogue with policymakers. Encourage political parties to mainstream youth participation in their structures.
Policy Strategies and Recommendations. Legal and Institutional Reforms. Implement and Enforce the Not-Too-Young-To-Run Act: Review and enforce existing laws lowering the age requirement for elective positions. Promote compliance by political parties through INEC supervision. Youth Quota System:Introduce mandatory youth quotas in political party structures, elective positions, and appointmentsat all levels. Reduce Financial Barriers: Mandate reduction of nomination forms and campaign costs for youth candidates. Provide state-backed funding mechanisms or grants for youth candidates. Education, Awareness, and Capacity Building Civic Education in Schools: Integrate political literacy, leadership training, and civic responsibility into school curriculum from secondary to tertiary levels.
Leadership and Mentorship Programs:Establish national and community-based leadership programs to train young people in governance, policymaking, and diplomacy. Partnership with Media and Tech Platforms:Utilize traditional and digital media (radio, blogs, podcasts, social media) to amplify youth political Collaborate with tech startups to develop platforms for political engagement and education.C. Economic EmpowermentJob Creation and Youth Empowerment Initiatives:Recognize that economic disempowerment is a barrier to political participation. Promote access toskills acquisition, entrepreneurship grants, and employment for youth.Incentivize Youth Inclusion in Governance Projects:Prioritize youth-led organizations in government contracts and programs, particularly incommunity development, health, education, and technology sectors. Political Party ReformsYouth Wings in Political Parties:Mandate active and functional youth wings within all registered political parties with defined rolesand influence on party decisions.
Youth Representation in Party Primaries: Reserve slots for youth in party primaries to promote generational inclusion. Technology and Innovation. Digital Voting Platforms: Encourage the introduction of secure digital platforms for voter registration and engagement toattract tech-savvy young voters. Support Youth in Tech-Governance Initiatives:
Fund innovation hubs focused on developing civic-tech solutions aimed at bridging the gap between government and young citizens.4. Implementation FrameworkLead Agencies: National Youth Council of Nigeria (NYCN) Independent National Electoral Commission (INEC) National Orientation Agency (NOA) Federal and State Ministries of Youth and Sports Development. Political Parties and CSOs (Civil Society Organizations) Stakeholders:Youth-led organizationsMedia organizations Religious and traditional leaders Development partners (UNDP, ECOWAS, African Union) Monitoring and EvaluationA multi-stakeholder monitoring and evaluation (M&E) team shall be established to review progress bi-annually. Performance indicators will include: Number of youth candidates emerging from party primariesYouth voter registration and turnout rates Increase in youth appointments in governance structures
Conclusion: For Nigeria to achieve meaningful democratic consolidation and sustainable development, youth inclusion in politics and governance must move from rhetoric to reality. Implementing this policy will bridge generational gaps, inspire leadership renewal, and harness the innovative potential of Nigerian youth for national progress.
